Iranian state media report that a draft “14-point” framework for talks with the United States aims to end fighting in the region and is expected to be finalized through relevant Iranian institutions. Reported elements include U.S. commitments to lift sanctions, withdraw U.S. military forces from areas around Iran, and end a naval blockade. The reports also mention opening the Strait of Hormuz and steps related to oil sanctions, as well as the release of frozen Iranian funds, with some assets described as freed immediately after signing and others released gradually.
Iranian coverage also emphasizes that the nuclear issue is not settled in the current draft: Iran says it will negotiate nuclear terms during a 60-day window after signing and insists on its right to enrich uranium, while restricting what can be discussed in those 60 days to nuclear and economic matters. With respect to Hormuz, Iranian reporting says Iran will not cede U.S. control over the Strait’s management, and that any future arrangements should be handled through regional dialogue involving Iran and Oman.
The reports further say the draft prioritizes an end to war across all fronts, including Lebanon, and places “war damages/compensation” on the agenda, to be determined through a later agreed mechanism.
