Assam’s Cabinet, chaired by Chief Minister Himanta Biswa Sarma, approves stopping routine Aadhaar enrolment for adults above 18 years in the state. The move is presented as part of efforts to curb illegal immigration and prevent misuse of the Aadhaar identity system. Sarma says Aadhaar coverage in parts of Assam has reached saturation levels, with some districts crossing 100%, and that the government wants additional scrutiny over any new Aadhaar applications from adults. Under the decision, adults seeking enrolment will require approval from the state government; district commissioners must send proposals for approval in exceptional cases before Aadhaar cards can be issued.

The restriction does not apply to children below 18 years. Members of the Divyang community (persons with disabilities), Scheduled Castes, Scheduled Tribes, and the Tea Garden community are exempt from the new rule until March 31, 2027. From April 1, 2027, Aadhaar enrolment restrictions for those groups will also apply to persons above 18, subject to special permission.

The Cabinet also approves other measures, including the establishment of the Guwahati Satellite Cities Development Authority (GSCDA) and the implementation framework for a rural employment scheme from July 1, alongside changes to Cabinet approval requirements for No Objection Certificates for certain All India Service deputations.
