Police Constable Andrew Wilson, charged with the murder of Latoya “Buju” Bulgin in Granville, St James, is granted $1 million bail at his second appearance in the St James Parish Court. The bail is set with up to three sureties. His attorney, Michael Hemmings, says the court grants bail after a renewed application, following an earlier denial during Wilson’s first court appearance. The earlier refusal was linked to concerns that Wilson could interfere with witnesses and might be a flight risk. Hemmings says circumstances change because a previously outstanding statement from a civilian witness has been submitted and is now included in the case file.
As conditions of bail, Wilson is ordered to surrender his travel documents and a stop order is placed. The charge stems from a decision by the Director of Public Prosecutions that Wilson should be charged with murder after an investigation by the Independent Commission of Investigations (Indecom). The May 17 shooting occurred in the context of Bulgin reportedly transporting residents to a protest over a prior police shooting in the community. Surveillance footage that circulated publicly shows Bulgin in a vehicle after it is stopped and an officer firing while she remains inside. Following the incident, Wilson was interdicted pending the investigations, and unrest followed in the community.
