Justice Secretary Fredderick Vida says the Department of Justice issues an Immigration Lookout Bulletin Order (ILBO) against former Ateneo de Manila University men’s basketball head coach Thomas Anthony “Tab” Baldwin and four other members of the team’s coaching and management staff. The ILBO directs the Bureau of Immigration to place the individuals under watch and verify their status in relation to an ongoing investigation.
Sources identify the other covered individuals as Christopher Quimpo, former team manager; Reynaldo Jacinto Jr., assistant coach; Dean Castaño, assistant coach; and Sandro Soriano, assistant coach. The ILBO is issued amid a probe into the deaths of two student-athletes, Rene Baterbonia and Divine Adili, who are described as rookies.
Reporting also distinguishes the ILBO from a court-issued hold departure order (HDO), noting that the ILBO does not itself impose an exit restriction. Instead, it functions as a lookout order and information-verification mechanism while the investigation proceeds.
