Leaders of EU institutions and member states recognize the work of the Cyprus EU Council Presidency as the European Council discusses the EU’s next Multiannual Financial Framework (MFF). In Brussels, President Nikos Christodoulidis attends meetings and presents the progress achieved during the six-month Presidency, particularly regarding the MFF. According to information cited by Cyprus News Agency (CNA/KYPE), the President and EU counterparts highlight that the Presidency helps move negotiations from general principles toward concrete policy bargaining by delivering a negotiation framework including specific numbers and facilitating political agreements in the Council on three key sectoral proposals: the European Instruments covering National and Regional Strategic Plans, the European Competitiveness Fund, and the “Global Europe” instrument.

Institutional assessments presented by CNA/KYPE describe a “clear recognition” of progress despite persistent differences among member states, noting that MFF negotiations require unanimity. The European Council President Antonio Costa and Commission President Ursula von der Leyen publicly thank the Cyprus Presidency, while European Parliament President Roberta Metsola welcomes the submission of the negotiating framework and signals the Parliament’s readiness to consult. Leaders also link the push for an agreement by the end of the year to the need for the new budget to apply from 1 January 2028.
