Enugu, police announce conflicting movement restrictions for bye-election

 The Enugu state government and the police have announced different timelines for movement restrictions ahead of Saturday’s senatorial bye-election in Enugu North.   In a public service announcement issued on Friday, the state government said movement would be restricted from 6am to 4pm across the six LGAs in the senatorial district.   Earlier on Thursday the Enugu police command announced a total restriction of human and vehicular movement from 12am to 6pm on election day.   The bye-election is being conducted by the Independent National Electoral Commission (INEC) to fill the vacant Enugu north senatorial seat.     In a statement signed by Chidiebere Onyia, secretary to the state government, residents were informed that movement would be restricted across the district’s six LGAs and 102 electoral wards during the voting period.   The affected LGAs are Igbo-Etiti, Igbo-Eze north, Igbo-Eze south, Nsukka, Udenu and Uzo-Uwani.   The government said the restriction was intended to ensure a peaceful, orderly and credible electoral process.     According to the statement, only INEC officials, security personnel, accredited election observers, media practitioners and other persons authorised to perform election-related duties would be exempted from the restriction.   “The people and residents of the district are encouraged to exercise their civic responsibility peacefully and in accordance with electoral guidelines,” the statement reads.   The state government added that security agencies had been directed to enforce compliance with the restriction and maintain law and order throughout the exercise.   The government also urged political parties, candidates and their supporters to conduct themselves peacefully before, during and after the election.   But in an earlier statement issued on Thursday, Mamman Giwa, commissioner of police in Enugu, announced a broader restriction window.   Giwa said human and vehicular movement would be prohibited from 12am to 6pm across the six LGAs where the election will be held.   The police commissioner said the restriction would not apply to electoral officials and persons engaged in verified essential duties.   According to the command, the measure is aimed at ensuring a peaceful, orderly and credible conduct of the bye-election.
