The Office of the Ombudsman files graft charges against Minglanilla, Cebu Mayor Rajiv Enad, Vice Mayor Elanito Peña, and 11 other municipal officials, according to separate reports. The case reaches the courts after the Ombudsman formally files the complaint before the Regional Trial Court in Naga, Cebu. Prosecutors allege the officials acted to block or prevent approval of a rehabilitation plan for a quarry site submitted by complainants.
The charges arise from the local government’s repeated refusal to approve the quarry rehabilitation bid. Enad disputes the allegations, saying the refusal was meant to protect residents in the town. Alongside the mayor and vice mayor, the complaint includes members of the Sangguniang Bayan and the municipal administrator, who is also accused in the graft case. The reports state the officials are already under suspension, while the criminal case proceeds through the regional trial court.
