Julius Mkhwanazi returns to the Madlanga Commission as the inquiry continues to hear allegations involving corruption and other misconduct. Multiple claims are presented against him, including allegations that he used “blue lights” while operating or travelling in connection with official matters. In addition, the commission considers claims that Mkhwanazi drafted unauthorised Memorandums of Understanding (MoUs). Those MoUs are alleged to have benefited Vusimuzi “Cat” Matlala, described as an underworld tycoon. The reports say the MoUs were not authorised and that they were used to provide advantage to Matlala.
