Quezon City grants the Iglesia ni Cristo (INC) a rally permit for Wednesday, July 1, allowing the demonstration along White Plains Avenue from 8 a.m. to 8 p.m., according to permits cited by local media. The Quezon City Department of Public Order and Safety (DPOS) says it has “no objection” to the planned time and location, with conditions that the rally stays within the specified area and schedule.
For the following day, multiple reports describe shifting decisions. On July 2, Quezon City initially issues a permit for a “third day” rally route along White Plains Avenue and Temple Drive near the EDSA People Power Monument, with a reminder that the number of participants should not exceed the organizers’ estimated 100,000.
However, another report says Quezon City later revokes the permit for July 2. DPOS head Elmo San Diego relays to INC minister Eraño Codera in a letter dated July 1 that the revocation follows an evaluation of “severe difficulties” experienced by the public due to the rally on EDSA and White Plains Avenue.
GMA News also reports that Quezon City denies an extension of the permit, citing EDSA disruption and alleged permit violations. Separately, Quezon City explains it approves only up to July 1, despite INC’s request for a longer permit period.
