The Union Home Ministry (MHA) designates 23 Pakistan-based individuals as “terrorists” under India’s Unlawful Activities (Prevention) Act (UAPA), according to multiple reports. The list includes people described as operatives linked to militant groups Jaish-e-Mohammed (JeM) and Lashkar-e-Taiba (LeT). Several sources also note that 11 of the designated individuals are natives of Jammu and Kashmir who are based in Pakistan or Pakistan-administered Kashmir (PoJK).

Under the UAPA designation, the government says the National Investigation Agency (NIA) can take legal steps including blocking the individuals’ financial resources, freezing or seizing assets and properties, and restricting related activities. One outlet also reports that the designation framework supports enforcement measures such as an embargo on arms sales linked to the designated individuals.

Another report adds that the move increases the size of India’s individual terrorist designation list to 80, indicating that this is part of an ongoing process of adding names to the terror list. The MHA’s action is presented across outlets as a measure to facilitate enforcement against the designated individuals and their alleged networks.
