The Chief Electoral Officer (CEO) of Manipur says the draft electoral roll includes 19.34 lakh voters, according to reports. The CEO also cites reasons for discrepancies in voter enumeration ahead of the roll finalisation process. Both outlets report that a significant number of voters are not accounted for in the draft roll due to issues identified during the enumeration by Booth Level Officers (BLOs) and due to mobility and other circumstances. The Hindu notes that 1,08,283 voters are linked to cases where electors have shifted, were absent, or where BLOs either did not find these electors or did not receive their filled enumeration forms before June 28. Times of India similarly refers to about 1.58 lakh forms remaining uncollected, attributing the gap to factors such as migration and death. Together, the reports indicate that while the draft roll reflects 19.34 lakh voters, the CEO is highlighting administrative and demographic reasons for missing or unprocessed enumeration details as the electoral rolls are prepared.
