Jamaica’s Prime Minister Andrew Holness writes to CARICOM leaders after Dr Carla (Carla) Barnett is reappointed as Secretary-General, saying Jamaica does not seek to overturn the February 2026 decision. In a July 5, 2026 letter to the CARICOM chairman and St Lucia Prime Minister Phillip J Pierre, Holness says Jamaica is concerned that the approach taken has not resolved the issue or advanced the spirit and goals of the Revised Treaty of Chaguaramas. He points to the time spent on the matter, describing it as grave because it has the potential to affect CARICOM cohesion and confidence among member states, citizens, and external partners.
Holness says Jamaica’s position reiterates concerns raised earlier, and argues that prior explanations have not provided procedural certainty or reassured all member states. He also states that the reappointment process in St Kitts and Nevis in February 2026 departs from earlier practice and from conference rules of procedure. He calls for focused engagement, including with Trinidad and Tobago at the heads-of-government and secretariat levels, and notes ongoing work by a Committee of Ambassadors to review and update the conference rules of procedure.
The issue remains part of broader CARICOM discussions as leaders meet for a four-day summit.
