Super Typhoon Inday (international name Bavi) enters the Philippine Area of Responsibility (PAR) as PAGASA reports it is located about 1,405 kilometers east of Northern Luzon. As of 4 a.m. Wednesday, the typhoon moves westward at around 25 kilometers per hour and carries maximum sustained winds near the center of about 185 km/h, with gusts reaching up to 230 km/h. PAGASA also raises Tropical Cyclone Wind Signal No. 1 in multiple areas of Northern Luzon, including parts of Cagayan province, and later expands coverage to additional locations. One report notes Signal No. 1 is hoisted for specific towns in northeastern Cagayan such as Santa Ana, Gonzaga, Lal-lo, Gattaran, and Santa Teresita. Another report states more areas across Northern Luzon are placed under Signal No. 1 as Inday remains inside the PAR. PAGASA guidance emphasizes that locations under Signal No. 1 face expected strong winds within the next 36 hours, with threats described as minimal to minor in the early advisories.
