President Bola Tinubu inaugurates a Presidential Working Group to draft the National Policing Bill, a legal framework intended to operationalize Nigeria’s planned dual policing system, including state police. The committee is chaired by Femi Gbajabiamila, acting as Tinubu’s representative, and includes the Attorney-General of the Federation, Lateef Fagbemi, the National Security Adviser, the Inspector-General of Police, the President of the Nigerian Bar Association, and representatives of the Nigeria Governors’ Forum. Tinubu explains that the recently passed Constitution Alteration (State Police) Bill provides the constitutional foundation, but the National Policing Bill is needed to implement the arrangement. He says the bill will address issues such as policing standards, accountability mechanisms, human rights safeguards, and federal-state coordination. Speakers from participating institutions describe the move as timely for Nigeria’s security challenges and emphasize the need for safeguards to prevent misuse of state police powers. The governors’ representative indicates plans to push for speedy ratification and passage of the related constitutional amendment and the follow-up bill in state assemblies, citing public demand for more community-based policing and pointing to existing localized security arrangements.

That work is left to the National Policing Bill,” Tinubu said, noting that the legislation would cover policing standards, accountability, human rights safeguards, and federal-state coordination. The committee, chaired by Gbajabiamila, includes Attorney-General of the Federation Lateef Fagbemi, the National Security Adviser, Inspector-General of Police, President of the Nigerian Bar Association, and representatives of the Nigeria Governors’ Forum.Fagbemi described the initiative as timely given Nigeria’s security challenges, urging governors to ensure speedy ratification of the constitutional amendment by their state assemblies. NBA President Afam Osigwe pledged the association’s support but stressed the need for safeguards to prevent abuse of state police.Governor Dapo Abiodun, speaking for the NGF, said governors plan to accelerate passage of the bill in their assemblies, adding that the reform responds to Nigerians’ demand for community-based policing. He highlighted the success of regional outfits like Amotekun as proof of the effectiveness of localized security.Abiodun noted that if each state deploys about 6,000 personnel, nearly 200,000 officers would be added nationwide to complement the federal police.
