Tropical Depression Luis makes landfall over Maconacon, Isabela on Monday afternoon, with Pagasa reporting the event at 5:30 p.m. The storm had crossed the coastal waters of northeastern Luzon before coming ashore in northeastern Isabela. After landfall, Pagasa says Luis weakens and is expected to deteriorate into a low-pressure area (LPA) by Tuesday. As of the 8 p.m. advisory, Luis is weakened into an LPA and remains within the Philippine area of responsibility. At the same time, Pagasa warns that Luis’s remnants, together with the southwest monsoon, continue to influence weather conditions over Luzon. Authorities indicate that these combined effects may bring moderate to heavy rainfall in parts of the island.
