The Office of the Ombudsman has placed Insurance Commission chief Reynaldo Regalado under preventive suspension for six months without pay, pending the resolution of administrative cases against him. Multiple reports say the order is tied to complaints involving the accreditation of insurance providers under the Personal Passenger Accident Insurance Program (PPAIP) for public utility vehicles.
According to the Ombudsman, it finds sufficient grounds to suspend Regalado while administrative proceedings continue. The complaints include allegations related to conflict of interest, as well as grave misconduct. The cases also invoke alleged violations of Republic Act No. 6713, the Code of Conduct and Ethical Standards for Public Officials and Employees.
The suspension is described as preventive, meaning Regalado remains subject to the outcome of the administrative investigation and adjudication. The Ombudsman’s decision is based on the administrative charges linked to the PPAIP accreditation process, which regulators use to ensure appropriate insurance coverage for PUV passengers.
