The Department of Justice (DOJ) confirms it receives criminal complaints filed by the National Bureau of Investigation (NBI) Cebu District Office involving two flood control projects in Cebu. According to DOJ statements cited by multiple outlets, the complaints are directed at two separate infrastructure projects located in Barangay Sinsin, Balamban, Cebu, which are under the jurisdiction of the Department of Public Works and Highways (DPWH) Cebu 3rd District. One report says the DOJ’s National Prosecution Service (NPS) received the first complaint on July 29 and a second complaint later, and the two cases concern the same set of respondents.
The DOJ says it opens preliminary investigation into allegations that include graft-related and related procurement and documentation issues. In one report, the probe covers 20 individuals, including DPWH officials, who are accused of violations such as graft, malversation, falsification, and procurement-related offenses. The DOJ’s spokesperson indicates the NPS will conduct the preliminary investigation based on the complaints submitted by the NBI.
