Police in Paris introduce new safety rules requiring riders of e-scooters and other motorised “mobility devices” to wear helmets and reflective or high-visibility gear. The measures take effect in Paris and its inner suburbs, and failure to comply leads to fines. Police say the change follows a sharp rise in injuries and deaths linked to these devices.
The rules apply to people using motorised mobility equipment such as e-scooters, Segways and hoverboards on public roads, at all times. While rental e-scooters have been off Paris streets since 2023 following a prior vote to ban them for safety reasons, privately owned devices remain common. Police cite data from France’s road safety watchdog showing an increase in fatalities among “unprotected road users,” including people on motorised mobility devices, along with a rise in serious injuries in 2025.
Outlets report that the enforcement includes a 135-euro fine for riders who do not wear a helmet and a 35-euro fine for those without a high-visibility vest or reflective gear. The move aligns with similar crackdowns in other European cities.
