Ukraine is seeking European help to reduce reliance on US-linked defence and communications systems as relations with Washington grow strained, according to multiple reports. A senior Ukrainian presidential official says concrete plans are already under development.

One focus is satellite communications. The EU is discussing Ukraine’s potential participation in GOVSATCOM, a secure satellite communications programme, which could provide additional capabilities in the first months of 2027. The EU is also considering broader options to improve technological autonomy. However, outlets report that Brussels has not offered assurances of a fully equivalent replacement for Starlink’s battlefield performance, including for mobile terminals.

Reports also note that Ukrainian forces continue to face limitations related to the use of drones and other mobile communications equipment. While the EU initiative could add a commercial and secure communications layer, the extent to which it can address current operational constraints—particularly those tied to Starlink’s role—remains unclear.
