The United Nations adds Israeli and Russian armed and security forces to its annual blacklist for conflict-related sexual violence for the first time. The UN report, released on Friday, documents allegations of rape and other sexual violence involving detention settings. For Russia, the report cites verified abuses linked to Russian armed and security forces in conflict areas of Ukraine, including allegations involving prisoners of war and civilian detainees; one outlet reports 310 documented cases in Russian-controlled areas. For Israel, the report includes Israeli forces for the first time since the blacklist review began more than 15 years ago, based on allegations involving Palestinian detainees in the context of the Gaza conflict. Israel denies the accusations. The report also continues to list Hamas, which remains blacklisted over the Oct. 7 attacks, and it adds Israel alongside Russia in this year’s update, according to multiple outlets. In addition, at least one outlet reports that Israel and other parties are among a broader set of 77 government and non-government parties across multiple countries identified as “credibly suspected” of involvement in sexual violence patterns. The UN characterizes the findings as based on information reviewed and assessed by the organization’s mechanisms.
