The Office of the Ombudsman files two graft cases against Borbon, Cebu Vice Mayor Noel Dotillos, based on findings of probable cause to prosecute him. The second case relates to the renewal of a government contract involving Dotillos’s wife in 2024, while he is still serving as mayor.
