The Office of the Ombudsman files two separate graft cases against Borbon, Cebu Vice Mayor Noel Dotillos. Prosecutors allege that Dotillos, while serving as Borbon town mayor, approved the release of a ₱570,000 municipal anniversary bonus to employees in 2019 despite there being no appropriation or authorization for the payment. A second case stems from the renewal of a government contract involving his wife in 2024, when Dotillos was still mayor, and the Ombudsman holds this as improper hiring or contracting.
The cases are filed before the Regional Trial Court in Bogo City, with the Ombudsman recommending bail of ₱90,000 for each charge. One report also notes that the Ombudsman denies motions for reconsideration submitted by Dotillos and Municipal Budget Officer Teresita Cabahug, and affirms its finding of probable cause that the officials should stand trial.
