The Ministry of Information and Broadcasting (I&B) has issued a fresh notice to Telegram regarding the “widespread dissemination” of pirated films, OTT content and other audio-visual material on its platform. The ministry asks Telegram to submit an Action Taken Report within 15 days, outlining what steps it has taken to address illegal content. Government officials say the notice reflects a shift from handling piracy through case-by-case takedowns to requiring “platform accountability” and due diligence under India’s Information Technology Act, 2000 and the IT Rules, 2021.

Officials also direct Telegram to move beyond isolated removals and adopt a comprehensive approach to curb piracy, including action against accounts and entities involved in repeat infringement, such as channels, groups, bots and administrators. The notice further seeks details of Telegram’s grievance redressal mechanism for film producers, OTT platforms and law enforcement agencies.

Telegram is also warned that copyright infringement can involve criminal liability under the Copyright Act, 1957 and the Cinematograph Act, 1952, and that continued availability of infringing material or non-compliance could lead to further legal scrutiny. The notice is described as the second notice Telegram receives within a week.
