The Philippines is working to sign a Pax Silica framework agreement with the United States before the end of the year, Finance Secretary Frederick Go said. The talks are aimed at advancing the country’s participation in Pax Silica, a U.S.-led initiative focused on strengthening AI and semiconductor supply chains. In April, the Philippines became the 13th country to join Pax Silica.

Sources say the framework agreement is a key milestone toward developing an industrial hub in New Clark City, north of Manila. The project is described as covering about 4,000 acres. The negotiations focus on establishing the terms and enabling steps that will allow the planned hub to move forward as part of broader efforts to attract investment and build supply-chain capabilities related to AI and semiconductors.

Go’s statements indicate the government is pushing to complete the framework deal within the current year, with the next steps expected to follow once agreement is reached.
