Family members state that Salgado had lived in the United States for more than 30 years and was in the process of obtaining a legal work permit. They also say he had completed paperwork, including fingerprints and character affidavits, about 18 months earlier, and that he had no criminal record. They call for an independent investigation and question federal claims about what led to the shooting.
The Department of Homeland Security has said the agent fired in self-defense after Salgado refused orders and allegedly attempted to use his vehicle to run over an ICE officer. The family disputes the account and argues Salgado did not know the pursuers were federal immigration officials.
