President Bola Tinubu orders a comprehensive forensic audit of federal government systems, focused on the Integrated Personnel and Payroll Information System (IPPIS), after findings by Nigeria’s anti-corruption agency. The directive follows a Federal Executive Council (FEC) resolution dated 19 August 2026 linked to allegations of “fake agencies,” ghost workers, and control failures.

Tinubu assigns the oversight and coordination of the audit to the Minister of Finance and Coordinating Minister of the Economy, Taiwo Oyedele. In statements attributed to the presidential spokesperson, Bayo Onanuga, the audit includes a review of IPPIS and related payroll, personnel, pension and financial-management platforms, alongside checks on access, identity, biometric and bank-account controls. The review also examines how IPPIS interfaces with other systems such as GIFMIS, Remita, the Treasury Single Account (TSA) and Sub-TSA.

Across the reports, the second component expands to all federal agencies, departments and related bodies to verify their legal basis and official recognition. Sources also note that the exercise is meant to identify weaknesses in governance, procurement and internal oversight that may enable irregular entities to access public resources, and to complement ICPC investigations and related prosecutions and recoveries.
