The Brihanmumbai Municipal Corporation (BMC) has issued a show-cause notice to contractors working on the Mumbai Coastal Road (South) project over alleged unauthorised use of excavated material for backfilling. The action follows an inspection by the BMC’s Solid Waste Management department along the coastal stretch between Haji Ali and PDP Garden, where officials say tender conditions and related regulations were not being followed.

Multiple outlets report that the BMC’s concern centers on the source and movement of debris and soil. The notice alleges that excavated soil from private construction sites was used for Haji Ali backfilling without the mandatory transport permits and without sourcing material only from authorised quarries or approved suppliers, as required under tender terms. The contractor is told to stop using the contested material until civic clearance is obtained.

The BMC has reportedly directed the contractor to provide details including source information, transport permits, royalty challans, and geotechnical test records. A deadline of 72 hours is cited, after which the BMC says it may order removal of unauthorised material at the contractor’s expense and take further action without additional notice. The BMC is also linked in reporting to its broader debris-tracking initiative, the Mumbai Debris Control and Tracking System (MDCTS).
