The National Payments Corporation of India (NPCI) defers the rollout of a 0.4% Merchant Discount Rate (MDR) on select UPI person-to-merchant (P2M) transactions above ₹2,000. The charge was originally scheduled to start on 15 October, but NPCI announces a new implementation date will be decided after Diwali, with the exact date to be notified later.

Multiple outlets attribute the change to the festive season and the need to provide merchants and the wider payments ecosystem more preparation time. One report also links the delay to discussions following a trade delegation meeting with Finance Minister Nirmala Sitharaman and opposition pushback.

While the timing changes, the proposed MDR structure is described as applying to eligible bank-account-to-merchant UPI transactions above the ₹2,000 threshold, with smaller transactions and certain exempt merchant categories expected to remain outside the levy. Coverage also notes the government’s earlier approach of compensating banks and payment firms for low-value UPI and RuPay debit-card transactions, and the stated rationale for funding UPI infrastructure costs. The industry generally frames the decision as postponing the first significant pricing change rather than removing it.
